Your Thoughts on Real Reason for Georgia's Reopening?

I know this is a meme, but I was wondering what your thoughts on it might be. Either it's spot on, and these are some pretty cynical (or brilliant, depending on your politics...) calculations from Georgia's politicians, or this is disinformation:
